Nuclear law. December 2017 - December 2018

This publication proposes a synthesis of the evolutions of the nuclear law at the international and national levels during 2018. The authors address various issues and aspects: institutions and actors (the perception of risks by the French population), nuclear activities (confirmation of the legality of State supports to the Hinkley Point plant), dismantling and phasing out nuclear (in Germany, the case of the Fessenheim nuclear plant), basic nuclear installations, the case of nuclear pressurized equipment (assessment of their compliance and in-service follow-up), nuclear safety and security (new specific intervention plans, inquiry commission of the National Assembly, various decisions and reports published by the ASN), radiation protection (publication of several decrees to reform the radiation protection law, action launched by the ASN for the management of ionizing radiations), nuclear materials (easier event declaration, IRSN prescriptions to assess the harmfulness of nuclear materials and wastes, protocol published by the IAEA), certifications and control (issues related to the Fessenheim plant), the case of radioactive wastes (publication of the new edition of the national waste and material management plan, ASN opinion on the Cigeo project), international relationships (partnership between Europe and Armenia and with Mongolia), non proliferation, organisation of a defence nuclear safety Authority, risks and victim compensation, and nuclear civil responsibility
