State Nuclear Regulatory Committee of Ukraine (SNRCU) issued licenses for construction (separately for Khmelnitskij 2 and Rovno 4) in 2000 with the necessary requirements including: modernization level for safety increase; commissioning license conditions. The Licensing plan, approved by the Operator includes: completion of the construction, commissioning and operation. The necessary activities in the implementation of the plan are described
