Description
On the basis of information and documents from the RBMK operation countries, the Western consortium mainly examined the two most modern plants, Ignalin-2 and Smolensk-3. The identification of numerous shortcomings, some of which had already been recongized by the participating Eastern organizations, resulted in some 300 specific recommendations to reactor designers, operators and licensing authorities. These recommendations are to be acted upon at once; only a small number did not meet with the approval of the Eastern partners. The safety review provided the Western consotrium with a profound insight into the design and safety of third-generation RBMK reactors; the Eastern partners were able to accumulate experience in working with Western safety philosophy. Abstract (German)
Auf der Basis von Informationen und Unterlagen aus den RBMK-Betreiberlaendern untersuchte ein wesentliches Konsortium im wesentlichen die beiden modernsten Anlagen: Ignalin-2 und Smolensk-3. Die Identifikation zahlreicher Maengel, die zum Teil von den beteiligten oestlichen Organisationen bereits erkannt worden waren, fuehrte zu rd. 300 Einzelempfehlungen an die Reaktorentwickler, Betreiber und Genehmigungsbehoerden. Diese sollen ueberwiegend umgesetzt werden, nur eine geringe Anzahl fand nicht die Zustimmung der oestlichen Partner. Die Sicherheitsueberpruefung brachte dem wesentlichen Konsortium einen tiefen Einblick in die Konstruktion und Sicherheit der RBMK-Reaktoren der dritten Generation:; die oestlichen Partner konnten Erfahrungen im Umgang mit der wesentlichen Sicherheitsphilosophie sammeln.
