'Nuclear renaissance' and a new global regime for nuclear safety and security
Description
Recent trend of nuclear energy in the world has become dynamic as exemplified by such problems of nuclear proliferation in Iran and North Korea, nuclear security and new international regime proposed by the US and Russia presidents and IAEA bureau chief, respectively. To cope with energy resources limit and environmental issues, Japanese positive participation in the formation of a new global regime for nuclear safety and security as well as in the establishment of competitive comprehensive high technology industry and its technical bases is highly encouraged. 本稿は、世界の原子力を巡る動きを概観しつつ、日本の原子力の「再生」実現に真剣に取り組んでいる関係者に少しでも役立てばと願って、率直に私見を述べるものである。21世紀を迎えて、政治、経済、社会、技術、資源、環境問題の本格的グローバル化を背景として、原子力を巡る世界の政治と市場は大きな潮流の変化を経験しつつある。日本が、この歴史的機会を逃さないためには、「再生」を古き良き時代の再到来として捉えるのではなく、世界のエネルギー資源制約と環境問題の克服を目指す国際枠組みづくりに積極的に参加するとともに、競争力のある総合ハイテク産業分野をその技術基盤を含め新しく創り出すという意気込み、すなわち、「新生」の認識が重要である。(日本)Additional details
