Information report submitted under Article 145 of the Rules of Procedure by the information mission on biomass for sustainable development on behalf of the commission for sustainable development and regional planning - National Assembly No. 1169

Description

Biomass accounts for more than half of France's renewable energies, yet it remains largely unknown to the general public who is largely unaware of the issues involved. This report reviews the current state of the industry, and goes on to show that biomass resources must be carefully managed to avoid imbalances that would be particularly damaging to mankind, nature and ecosystems. Public authorities must play their part in defining a coherent and ambitious strategy. The fact-finding mission put forward seven main recommendations for a better development of biomass energy in France: 1 - Define a French model within the European framework, 2 - Localize production and involve local players to secure supply, 3 - Take advantage of the biomass observatory to draw up a national plan, 4 - Boost French forests and the wood industry, 5 - Give priority to high value-added, high-yield uses, 6 - Combat windfall and runaway effects, 7 - Support operators throughout the value chain
