Carbon neutrality: Opportunities and risks for French industry
Description
France is among the first countries in the world to adopt legislation for reaching carbon neutrality by 2050. This very ambitious goal fits in with programs, both global (the Paris Agreement, the IPCC report on limiting global warming to +1.5 deg. C by 2100) and European (the road-map for a low-carbon economy). For France, now a stride ahead, the key issue is to tap the potential in all sectors and increase the country's ability to develop low-carbon solutions and forms of technology and place them on the world market. This implies major, even radical, changes in our economic and social model, an acceptance by consumers of a thoroughgoing modification of their lifestyles, an anticipation of the impact on jobs and skills, and fair conditions for competition. La France est l'un des premiers pays au monde a avoir inscrit dans sa legislation un objectif de neutralite carbone a l'horizon 2050. Il s'agit d'une perspective tres ambitieuse qui s'inscrit dans le cadre mondial (Accord de Paris, rapport du GIEC sur la limitation du rechauffement climatique a 1,5 deg. C en 2100) et europeen (feuille de route vers une economie bas carbone). Pour la France, qui a pris une longueur d'avance, l'enjeu central consiste a mobiliser le potentiel de l'ensemble des secteurs et a accroitre la capacite de notre pays a developper et a exporter des solutions et des technologies bas carbone sur les marches mondiaux. Cela suppose des transformations majeures, voire radicales, de notre modele economique et social, une acceptation de la part des consommateurs de l'evolution radicale des modes de vie, une anticipation des effets de transfert en matiere d'emplois et de competences, et des conditions de concurrence equitables.
