Assessing the impact of windfarms - the learning curve in Cornwall

This paper uses windfarm application decisions in Cornwall between 1989 and 1995 to illustrate the learning curve of planners in assessing appropriate windfarm locations, and in particular how the process of knowledge construction is constantly reviewed and modified in the light of experience and circumstance. One of the accepted purposes of Environmental Impact Assessment is to predict the possible effects, both beneficial and adverse, of the development on the environment. In practice what is beneficial and what is adverse can be a matter of dispute. The paper draws out the role of the planning system in assessing what is problematic or benign, and the practical strategies and procedures used to assess and control the environmental impacts of wind energy schemes.
