Releases of radioiodine from the Karlsruhe nuclear fuel reprocessing plant as a result of spontaneous fission of actinides

Fro, 23,7,1976 to 28.7.76 and from 8.3.76 to 9.16.76 50 pCi 131I/m3, 116 pCi 133I/m3 und 195 pCi 135I/m3 were measured on an average in 11 samples of waste air from the Karlsruhe Nuclear Fuel Reprocessing Plant (WAK). During these time intervals no dissolution of fuel material was performed. From 16.9.76 to 27.10.76 18 charges of nuclear fuel were dissolved. During this period 3.3 pCi 131I/m3 and 7.9 pCi 133I/m3 were obtained as mean waste air concentrations which were higher than the lower detection limit of the method of measurement used. 244Cm, 242Cm, 242Pu, 240Pu and 238Pu are responsible for the production of radioiodine in nuclear fuel by spontaneous fission. 244Cm is the most important nuclide in highly active waste solutions (HAL). The cumulative fission yield is well approximated by 3% for 13I and by 6% for 133I. The radioiodine is set free during fuel dissolution by venting of tanks and HAL pipes and during the vritification of such solutions. The radioiodine produced by spontaneous fission is released from WAK only by venting of tanks and HAL pipes. Corresponding to the conditions of venting, air concentrations as high as 4.4 pCi 131I/m3 and 8.2 pCi 133 I/m3 are expected. These concentrations agree well with air concentrations measured during the period of fuel dissolution. Based on plausible assumptions the 131I and 133I waste air concentrations for the period of outage are calculated from an evaporated volume of HAL in the pipes corresponding to about 10 g of 244Cm and with 40% equilibrium between I2 in evaporated HAL and in waste air. In the worst case 131I-concentrations in the waste air of WAK result in an annual release of 0.2 mCi 131I. This value is less than 1% of the authorized annual releases of 1976. For a reprocessing plant of 1,400 t/a capacity the annual expected release of 131I lies in the mCi range. (orig.)

Vom 23.7.1976 bis 28.7.1976 und vom 3.8.1976 bis 16.9.1976 wurden in 11 Abluftproben der WAK im Mittel 50 pCi 131J/m3, 116 pCi 133J/m3 und 195 pCi 135J/m3 gemessen. In dieser Zeit wurde nicht aufgeloest. Vom 16.9.1976 bis 27.10.1976 erfolgten 18 Aufloesungen. Als Mittel der Abluftkonzentrationen, die ueber der Nachweisgrenze der angewandten Messmethode lagen, wurden in diesem Probenahmezeitraum 3,3 pCi 131J/m3 und 7,9 pCi 133J/m3 Abluft gemessen. Fuer die Bildung von Radiojod durch Spontanspaltung im Brennstoff sind 244Cm, 242Cm, 242Pu, 240Pu and 238Pu verantwortlich. In den hochaktiven Abfalloesungen (HAL) ist vor allem 244Cm von Bedeutung. Die kumulative Spaltausbeute der Nuklide wird mit 3% fuer 131J und mit 6% fuer 133J gut angenaehert. Das Radiojod wird freigesetzt beim Aufloesen von Brennstoff, durch die Belueftung von Behaeltern und Leitungen fuer HAL und beim Verglasen dieser Loesungen. Radiojod gebildet bei der spontanen Kernspaltung wird aus der WAK nur emittiert durch Belueftung von Behaeltern und Leitungen fuer HAL. Man erwartet eine Aktivitaetskonzentration von 4,4 pCi 131J/m3 und 8,2 pCi 133J/m3. Diese Konzentrationen stimmen gut ueberein mit den Luftkonzentrationen, welche waehrend der Aufloeseperiode gemessen wurden. Mit vernuenftigen Annahmen errechnet man aus einer eingedampften HAL-Menge in den Leitungen entsprechend ca. 10 g 244Cm und mit 40% der Gleichgewichtseinstellung zwischen J2 im eingedampften HAL und in der Abluft, die oben fuer die Betriebspause angegebenen 131J und 133J-Abluftkonzentrationen. Im unguenstigsten Fall fuehren die 131J-Konzentrationen in der Abluft der WAK zu einer Jahresemission von 0,2 mCi 131J. Dieser Wert liegt unter 1% der genehmigten Jahresemission von 1976. Bei einer WAA fuer 1.400 t/a liegt die zu erwartende jaehrliche 131-Emission im mCi-Bereich. (orig.)
