The distribution of charged particles in the presence of two inertial intervals

Description

The distribution of charged particles is found which nulifies the Landau nonlinear collision integral in the case when two inertial intervals (with a positive flow of the number of particles and a negative flux of energy) coexist. This distribution is fully parametrized by the flux in the momentum space. It has a power law asymptotics f ∼ p-1, f ∼ p-5/2 ar small and large momenta, respectively
