The development of wood energy: a sustainable solution to the energy challenge?

Since 2009, France, speaking through its president, started a unprecedented policy of development of wood energy. To meet targets for reducing CO2 emissions, renewable energy, foremost among which forest biomass, are known to be highly mobilized. Then, the harvest will be raised from 38 to 59 million m3 by 2020. Are these ambitions based on truly sustainable basis? Economically, it is clear that the potential of additional crops are far from obvious: the low elasticity of the supply curve makes it difficult to mobilize new sources. Possible tensions on supply are likely, especially with the pulpwood industry. From an environmental perspective, the risks of overexploitation are locally not excluded. Moreover, the carbon footprint of energy-wood is perhaps not as positive as advertised. In addition, the uncontrolled development of wood heating appliances can cause pollution of the air quality. The sector, characterized by an extreme fragmentation and a lack of integration between the upstream and downstream, hardly seems to be able to respond today to the challenges. In addition, guided by 'the price of peace', owners are often inclined not to exploit their forest. With these findings, this report proposes ways of thinking, as a better stimulation of the supply through targeted measures to promote the mobilization of resources. It favors a territorial approach to the problem through local tools and shared forestry development. Finally, he pleads for the systematic search for linkages and synergies among sectors, especially between the timber and energy-wood. (authors)

Abstract (French)

La France, par la voix de son president de la Republique, s'est engagee depuis 2009 dans une politique de developpement du bois-energie sans precedent. Pour repondre aux objectifs de reduction des emissions de CO2, les energies renouvelables, au premier rang desquelles la biomasse forestiere, sont appelees a etre fortement mobilisees. La recolte commercialisee devra ainsi etre portee de 38 a 59 Mm3 d'ici a 2020. Ces ambitions reposent-elles sur des fondements veritablement durables? Sur le plan economique, il ressort que les potentialites de recoltes supplementaires sont loin d'etre evidentes: la faible elasticite de la courbe d'offre rend difficile la mobilisation de nouveaux gisements. Des possibles tensions sur l'approvisionnement sont probables, notamment avec la filiere bois de trituration. D'un point de vue environnemental, des risques de surexploitation ne sont localement pas a exclure. Par ailleurs, le bilan carbone du bois-energie n'est peut-etre pas aussi positif qu'annonce. De plus, le developpement non maitrise des appareils de chauffage au bois peut generer des pollutions de la qualite de l'air. La filiere foret-bois, caracterisee pas son extreme emiettement et son manque d'integration entre l'aval et l'amont, semble difficilement etre en mesure de repondre aujourd'hui aux defis qui lui sont poses. En outre, guides par 'le prix de la tranquillite', les proprietaires sont le plus souvent enclins a ne pas exploiter leur foret. Fort de ces constats, ce rapport s'attache a proposer des pistes de reflexion, comme une meilleure stimulation de l'offre via des mesures ciblees afin de favoriser la mobilisation de la ressource. Il privilegie une approche territorialisee du probleme, a travers des outils locaux et partages de developpement forestier. Enfin, il plaide pour la recherche systematique de couplages et de synergies entre les filieres, notamment entre le bois d'oeuvre et le bois-energie. (auteurs)
