In pursuit of a nuclear test ban treaty

The objective of this guide is to focus on the political issues in the test ban debate in the conference of Disarmament, and to produce a guide providing diplomats, researchers, and the interested public with background information. Such a complex negotiating process requires a selection of proposals, comments and technical details. The criterion from selecting material was based upon the importance for present negotiations. The first part of this guide provides a historical perspective on the arguments used for and against nuclear testing, and on the record of negotiating activities on this subject.
