The authors first propose an analysis of European practices in terms of regulated tariffs. They outlines that these tariffs have disappeared in most of the historic member countries, but are still present in new coming countries but with different practices, and that tax-excluded prices for households in France are greater than the European average. They show that the tariff formula in the public service contract 2010-2013 between the State and GDF Suez does not take some supply cost optimization possibilities into account.
