The historical development of the peaceful use of nuclear energy
Description
The introductory remarks deal with America's attempt to nationalize nuclear energy on the basis of the Baruch plan. It was not until the UN approved the 'atoms-for-peace' programme that the way was paved for peaceful uses of nuclear energy while at the same time the programme became a means of arms control. Further details which are dealt with are the development of nuclear energy as an element of European unification, cooperation between USA and Europe, problems of control of nuclear materials, and the Non-Proliferation Treaty. Finally, the problematic nature of eight international agreements which can be considered as non-proliferation treaties is discussed. (GG/LN)

Einleitend wird auf den seinerzeitigen amerikanischen Versuch eigegangen, die Kernenergie durch den Baruch-Plan zu internationalisieren. Erst das durch die UN gebilligte 'Atom-for-Peace'-Programm ebnete den Weg zur friedlichen Nutzung der Kernenergie und wurde gleichzeitig ein Mittel zur 'Arms Control'. Die Entwicklung von Kernreaktoren in den verschiedenen Industriestaaten, die friedliche Nutzung der Kernenergie als Element der europaeischen Einigung, die Zusammenarbeit zwischen den USA und Europa, die Probleme der Kontrolle nuklearen Materials und der Vertrag ueber die Nichtverbreitung von Kernwaffen sind weitere Einzelthemen der Abhandlung. Die Problematik von acht internationalen Vertraegen, die als Nonprofilerationsvertraege angesehen werden koennen, wird abschliessend diskutiert. (GG)Additional details
