Russia's hydrocarbon export strategy: control and diversification

Description
Russia, the world's largest oil and gas exporter, is expecting important geopolitical benefits from the context of high world energy prices. But Moscow has to solve a set of internal and external problems in order to take full advantage of this situation. In the country, the government controls transport networks of energy resources and establishes powerful state oil-and-gas companies to supervise resources and their exploitation. Russia also wants to gain a greater control over infrastructures abroad. To reach this goal, Moscow seems more and more inclined to use the 'energy weapon'. Another strategic purpose for Russian authorities is the reduction of over-dependence on transit countries and market diversification outside Europe. The Russian authorities count also on export incomes for transformation of the Russian state and economy. But it will be necessary to overcome contradictions of this global strategy, in particularly the negative economic and ecological consequences of the exploitation and export of oil and gas resources. La Russie, premier exportateur mondial d'hydrocarbures, compte tirer d'importants benefices geopolitiques du prix eleve des matieres premieres. Mais pour ce faire, Moscou doit resoudre un grand nombre de problemes internes et externes majoritairement lies aux consequences de la chute de l'URSS. Au plan interne, les autorites russes ont entrepris d'etablir leur controle sur les ressources et les reseaux de transports nationaux par la creation ou le renforcement de geants energetiques et de monopoles semi-etatiques. A leur tour, ceux-ci sont charges de prendre le controle d'infrastructures d'exportation et de distribution hors du territoire russe. Pour atteindre ces objectifs, la Russie semble de plus en plus encline a utiliser 'l'arme energetique'. La diversification des marches et des voies d'exportation est concue comme le complement de la volonte de controle, pour ne pas dependre trop fortement des etats par lesquels transitent les exportations russes. Mais cette strategie axee sur les enjeux externes est travaillee par nombre de contradictions internes, notamment liees aux couts economiques et ecologiques de l'exploitation des hydrocarbures. Ces contradictions pourraient remettre en cause la capacite du Kremlin a utiliser les revenus tires des exportations d'hydrocarbures pour moderniser l'etat russe et diversifier l'economie.
