Fukushima daiichi nuclear accident and radiation health risk
Description
Explained are circumstances of the title Accident and concurrent commentary of radiation health risk concerning the exposure, moral from Chernobyl Accident, present state of risk assessment, and project of Fukushima Health Management Survey. The author points out it important that bases of scientific and political standards and decisions made by UNCEAR, ICRP and IAEA have essentially stood on results of previous acute radiation exposure in Hiroshima and Nagasaki. He discusses about the dose limit 1 mSv/y to the Japanese public in relation to its and global averages of natural radiation dose ca. 1.5 and 2.4 mSv/y, respectively, and mentions about the educational importance for recognition of the exposure. Chernobyl Accident teaches that carcinogenic risk is now insignificant among several million residents exposed with up to several tens mSv and significant increase of childhood thyroid cancer incidence is clear due to internal exposure with radioiodine, and that the most serious problem is mental one evoked in general public. Following Fukushima Accident by the Quake and tsunami on 3.11, there are repeated instructions of evacuation to residents within the area 3 km distant from the power station, then 10 km, 20 km to outside the area, and 30 km to indoor. Later, areas recommended for evacuation are spread, and grounds in limited zones and in certain foods are found contaminated by Cs-137, to which response is being taken by authorities. Radiation by IAEA evaluation is at Level 7 although the amount of total radioactive substances released in air is estimated to be about 10% of that in Chernobyl Accident. Rearrangement of medical system is thought necessary for objective evaluation of health risk reliable to public. The project of Health Survey stands on Fukushima Medical University in contract with the Prefecture and in relation with concerned government authorities to begin to investigate the whole prefectural people from August 2011, when this paper is published. 本稿では、福島原発事故の経緯と被ばくによる健康被害の解説、チェルノブイリ原発事故の教訓、リスク評価の現状、福島健康管理調査事業について解説している。著者は、広島·長崎の原爆被爆後の長期健康影響調査の一度の被ばくの結果が、世界の放射線防護の基準となり、国連科学委員会(UNCEAR)や国際棒車線防護委員会(ICRP)、IAEAの科学的事実と政策決定の根拠となっていることの重要性を指摘している。日本国民が受ける線量限度1mSv/yについて、自然放射線量の世界平均値約1.5mSv/yと比較して論じている。また、被ばくを認識するための教育的な重要性についても言及している。チェルノブイリ原発事故では、数十mSvの被曝をした数百万人の住民の発がんリスクは今のところ放射性セシウムの内部被ばくでは確認されていない。放射性ヨウ素の内部被曝による小児甲状腺がんの発生率の著しい増加は明らかであり、最も深刻な問題は一般市民が喚起する精神的問題であることを教えている。3.11の地震と津波による福島原発事故後、発電所から3km離れた地域内の住民には、10km、20km離れた地域外、30km離れた屋内への避難指示が繰り返されている。その後、避難勧告地域が広がり、限定された地域の地面や一部の食品からCs-137による汚染が確認され、当局が対応に当たっている。IAEAの評価では放射線量はレベル7であるが、大気中に放出された全放射性物質の量はチェルノブイリ原発事故の1割程度と推定される。国民に信頼される健康リスクを客観的に評価するためには、医療システムの再構築が必要であると考えられる。福島県立医科大学では、県の委託を受け、関係官庁と連携して、2011年8月から全県民を対象とした健康調査プロジェクトを開始する予定である。(T.T.)Additional details
