The hearing addresses United States nuclear safety assistance to Russia, Ukraine and the nations of eastern europe operating Soviet-built nuclear powerplants. The primary issue is that Soviet-designed nuclear reactors bore almost no relation to the reactors designed and operated in Western countries. The Soviet reactors were devoid of safety features such as fire protection and containment. The absence of a safety culture and standardized operating procedures were also of great concern.
