The management of the Commissariat a l'energie atomique et aux energies alternatives (CEA) and its major projects - Years 2013-2019. Final observations
Description
This report elaborated by the French Court of Audit addresses the control of the CEA by the Court for the period extending from 2013 to 2019 during which the French nuclear industry has been deeply restructured. It basically addresses the transverse functions of this organisation, issues of governance, and accounting and budgetary issues. However, it also proposes an analysis of issues related to activities, more particularly those related to the progress of major projects for which the Court had noted difficulties in previous audits: costs and delays of the RJH project, the ITER program, the ASTRID 4. generation reactor program, the management of obligations related to the cycle end (decommissioning and dismantling of nuclear installations, and their financial impact). The role of the CEA within the national and international contexts is also addressed (relationship between industry and university, regional technology transfers in France, European and international strategy). The scope of this control is in a large majority limited to the civil sector
Abstract (French)
Organisme de recherche classe comme etablissement public a caractere industriel et commercial (EPIC), le Commissariat a l'energie atomique et aux energies renouvelables a recemment du faire face a de nombreuses difficultes dans la conduite de certaines de ses activites nucleaires. Le CEA a vu progressivement son domaine de competence elargi a la recherche technologique pour l'industrie, aux sciences de la matiere et de l'univers, a la sante et aux sciences du vivant et enfin aux energies renouvelables, au climat et a l'environnement - quand il etait a l'origine exclusivement acteur de la recherche et du developpement de l'energie nucleaire. La Cour souligne que le renforcement de ses fonctions transversales conditionnera sa capacite a les conduire au mieux. En outre, la mutation entamee depuis une dizaine d'annees doit se poursuivre, en garantissant a l'avenir la soutenabilite de son modele. Dans le present rapport, la Cour formule au total 12 recommandations
