Safeguards at Rokkasho Nuclear Fuel Cycle Facilities

The safeguards at Rokkasho Reprocessing Plant (RRP), Uranium Enrichment Plant and MOX Fuel Fabrication Plant (J-MOX) are stated. On the RRP, the fundamental idea, application of safeguards for five materials balance areas, design information examination and design information verification, solution monitoring (SM), plutonium inventory measurement system (PIMS), measurement system of nuclear materials in waste and on site laboratory (OSL) are described. On the Rokkasho Enrichment Plant (REP), safeguards at two material balance areas, abstract of inspection, and introduction of server digital image surveillance system (SDIS) and laser item identification system (L2IS) are stated. J-MOX consists of nine sectors, which use each optimum safeguard. containment and surveillance (C/S) and nondestructive assay (NDA) of RRP, camera-radiation detector (CRD), chronological record of safeguards, outline of SM, concept of PIMS, concept of inspection collection data system, on-site laboratory, and arrangement of sever digital image surveillance system (SDIS) and L2IS are illustrated.
