A Practical Toolkit for Banks. Towards an Effective Climate Policy

Description

This report investigates the shareholder voting of equity funds of the three major Dutch banks and of the asset managers of three Dutch pension funds. Specifically, it concerns voting on shareholder resolutions on climate change. The scope of the research includes 48 shareholder resolutions from the period 2006 until summer 2008 and concerning 28 U.S. and two Japanese companies. In these resolutions shareholders call on the companies to report on their carbon emissions, take climate-related measures, or to invest more in renewable energy. Practically every Dutch bank and pension fund publicly claims to be very concerned about climate change, and they report to varying extent on their efforts in this regard. However, in practice equity funds and asset managers frequently vote against climate resolutions or refrain from using their voting rights altogether.

Abstract (Dutch)

Dit rapport onderzoekt het stemgedrag van aandelenfondsen van de drie Nederlandse grootbanken en van de vermogensbeheerders van drie Nederlandse pensioenfondsen. Het betreft het stemgedrag bij aandeelhoudersmoties op het thema klimaatverandering. In de periode 2006 tot medio 2008 hebben we 48 ingediende moties geselecteerd die 28 Amerikaanse en twee Japanse bedrijven oproepen tot beter klimaatbeleid. Daarin vragen aandeelhouders de ondernemingen onder meer om maatregelen voor minder uitstoot van broeikasgassen, rapportage van CO2-emissies, en meer investeringen in duurzame energie. Haast alle Nederlandse banken en pensioenfondsen geven er in hun publiekscommunicatie blijk van groot belang te hechten aan het klimaatprobleem. Ze rapporteren in meer of mindere mate over hun aanpak. In de praktijk ontbreekt echter vaak de boter bij de vis. Aandelenfondsen en vermogensbeheerders stemmen vaak tegen klimaatmoties of onthouden zich van stemming.
