This paper has discussed the reflection of horizontally polarized electro-magnetic waves on ground, and analyzed HEMP's frequency spectrum and Electric field produced above ground by incident HEMP. Not only educing computational formulas on theory but also drawing detailed curves by Matlab. Researchers concerned can refer the results
