Description

Discussions on the issues of non-proliferation of weapons of mass destruction showed that European Confidence building measures (CBM) may or may not be applied to weapons of mass destruction and/or to other regions. Many subjects were raised in this connection, including a cut-off in the production of fissile nuclear material, the effectiveness of a CTB on non-proliferation (cases of nuclear weapons without detectable tests), and the compatibility of arrangements with the rights laid down in the Non-proliferation Treaty. There are many types of CBMs which differ not only in respect to form and complexity, but also in respect to stage and development. CBMs are not problem-solving devices, rather they are a problem-avoiding mechanism
