Which delegation for the public utility?

Description
In France, since 2003, private operators can obtain a delegation for public utility and are allowed to manage the natural gas distribution of towns which have never been supplied so far. This article explains the new regulation and liabilities of private gas companies and the new role of towns gas trustees. Propane suppliers have seized the opportunity of this new status to apply their gas supply experience to public customers. (J.S.)
