The role of destructive analysis for the surveillance of nuclear non-proliferation

Non-Proliferation Treaty (NPT) demands member nations except nations with nuclear weapon have to do safeguards of all nuclear materials by IAEA (International Atomic Energy Agency). Outline of safeguards analysis system is explained. The important work of competence inspection is check of the declaration of facility by accountancy and environment sampling. The check process consists of bulk measurement, non-destructive analysis and destructive analysis. In order to check the destructive analysis, SAL (Safeguard Analytical Laboratory) was built by IAEA in 1976. The objects, works, analytical methods, pretreatment method of sample of IAEA-SAL are explained. The clean laboratory for analysis service of environmental sampling was established in IAEA-SAL in 1995. The important sampling is smear method, which is analyzed by bulk analysis and particle analysis. NWAL (network analysis laboratory) system, which was added by 20 laboratories in the world, helps safeguards analysis of IAEA-SAL. Quality control (QC) of IAEA-SAL is based on the international target value (ITV). QC analytical method, fundamental idea of QC system and results of QC measurement are reported.
