Radiation protection in the proximity nuclear - Identification of activities and characterization of the radiological risk. Management elements for the Champagne-Ardenne region

Description
To set up the inspection of the radioprotection of 'nearby nuclear' in the regions, the Nuclear Safety and Radiation Protection Divisions (DSNR), entities of the French General Directorate for Nuclear Safety and Radiation Protection (DGSNR), attach themselves to set up 'mapping missions' in their region. This is particularly the case of the DSNR Chalons en Champagne which began its identification of nearby nuclear activities in March 2004. This paper identifies the different ionizing radiation users and characterizes the various nuclear activities in the context of Champagne-Ardenne region. A qualitative study of the radiological risks, by family of activities, made it possible to show that the nearby nuclear industry, which mainly uses sealed sources or ionizing radiation electrical generators, presents a high risk of irradiation for the workers, while that for the medical activities, the radiation protection must take into account the superposition of the risks of irradiation and contamination. A reflection on health indicators was then undertaken showing that hierarchization of nearby nuclear activities could be established from dose rates or incorporation limit values in case of contamination. The dosimetric monitoring of workers by the IRSN appears as an effective means of estimating health risks: special attention must be paid to industrial radiography and nuclear medicine services in terms of radiation protection. Jointly, a reflection on radiological risk management was initiated, identifying the different local and national institutional actors dealing with radiation protection. Initial contacts have been established and some lines of cooperation with the DSNR have been set up, in the interests of 'administrative agreement' rather than a sharing of responsibilities for understanding radiological risks in their entirety

Pour mettre en place l'inspection de la radioprotection du nucleaire de proximite en region, les Divisions de surete nucleaire et de radioprotection (DSNR), entites deconcentrees de la Direction generale de la surete nucleaire et de la radioprotection (DGSNR), s'attachent a mettre en place des 'missions de reperage' dans leurs regions. C'est en particulier le cas de la DSNR de Chalons en Champagne qui a demarre son reperage des activites du nucleaire de proximite en mars 2004. Le memoire a permis d'identifier les differents utilisateurs de rayonnements ionisants et de caracteriser les diverses activites du nucleaire de proximite de la region Champagne-Ardenne. Une etude qualitative des risques radiologiques, par famille d'activites, a permis de montrer que le nucleaire de proximite industriel, qui utilise majoritairement des sources scellees ou des generateurs electriques de rayonnements ionisants, presente un risque d'irradiation eleve pour les travailleurs, tandis que pour les activites medicales, la radioprotection doit prendre en compte la superposition des risques d'irradiation et de contamination. Une reflexion sur les indicateurs sanitaires a ensuite ete entreprise montrant qu'une hierarchisation des activites du nucleaire de proximite pouvait s'etablir a partir des debits de dose ou des valeurs limites d'incorporation en cas de contamination. Le suivi dosimetrique des travailleurs par l'IRSN apparait comme un moyen efficace d'estimation des risques sanitaires: une attention particuliere doit ainsi etre portee a la gammagraphie industrielle et aux services de medecine nucleaire en termes de radioprotection. Conjointement, une reflexion sur la gestion du risque radiologique a ete amorcee, en identifiant les differents acteurs institutionnels locaux et nationaux ayant trait a la radioprotection. Des premiers contacts ont ete etablis et certains axes de cooperation avec la DSNR ont ete mis en place, dans un souci 'd'entente administrative' plutot qu'un partage des responsabilites pour apprehender les risques radiologiques dans leur globaliteFiles
