Description
The paper reports an interview with Bert Metz, theme coordinator at the Dutch Ministry of the Environment. He was involved in the negotiations leading to the climate treaty which was signed by 155 nations during the UNCED meeting. He thought the UNCED meeting was successful, the Framework Convention on Climate Change is only a beginning, and the treaty will probably be implemented within one to two years
