Prioritization of safety shortcomings from periodic safety review results

Description
Periodic Safety Review (PSR), which was adopted for identification and improvement of plant safety, has been actively performed by an owner and its committed bodies so far since the first implementation in this country has started from Kori Nuclear unit 1 last year. As a major review item, comparison with current safety standards and practices should be made besides the comprehensive reviews of the eleven safety factors recommended by IAEA guides. A list of shortcomings should be prepared, showing areas where current requirements are not achieved, and the safety significance of those shortcomings should be evaluated using deterministic and probabilistic methods. According to the results of evaluation, appropriate corrective actions should be carried out. Prioritisation of safety issues is also necessary for regulatory body to review the owner's PSR report. However, there are no definite guidelines or rules yet in this country for how to determine the safety significance of safety issues in PSR. In this paper, therefore, the current status of developed countries is investigated on the prioritisation method of safety issues or shortcomings derived from the PSR result
