The Effluent Monitor Tests Program was a research and development program funded by the Airborne Waste Management Program Office lasting from FY-1977 through FY-1984. This document is the final report of this program and describes the development of a HEPA filter efficiency monitor and continuous monitors for Pu, 3H, 14C, 85Kr and 129I. 82 figures, 55 tables
