Description
A great deal has been said that about technology transfer since the Stevenson-Wydler Technology Innovation Law was enacted in 1980. This legislation stated that any federally funded laboratory with a budget in excess of $20 million annually must set aside 0.5% of its research and development (RandD) budget for the purpose of transferring technology. This legislation is intended to disseminate information so that the government expenditures for RandD will stretch further and private enterprise can be assisted in developing a competitive edge over foreign industry
