By whom and how were nuclear accidents ended up? From experiences of Chernobyl, Tokai-mura and Fukushima

Description

Studies on the generation-to-generation (genetic) influence of radiation are summarized as follows. According to tests using mice, increase in the induction frequency of abnormalities such as mutations of specific genetic loci, cancer or congenital morphological abnormality, gene mutation and expression abnormality, and DNA level genetic instability are found in the next generation depending on the parents' exposure dose. The generation-to-generation (genetic) influence of radiation is obvious. On the other hand, regarding human beings, according to the second generation survey of A-bomb survivors, as well as surveys/investigations of the next generation of Chernobyl and other nuclear victims, the conclusions to date is that 'scientific findings on obvious generation-to-generation (genetic) effects due to exposure have not been obtained'. However, the expression that 'influence has not been detected so far' does not mean 'there is no influence'. In order to establish the health guarantee and human rights for the next generation and future generations of nuclear victims like exposed people in the world, social measures based on the 'precautionary principle' are required. For the recommendation of Universal Periodic Review (UPR) for human rights situation that appeals the guarantee of the health right of the second generation or future generations of exposed people, the Japanese government expresses not to accept this recommendation saying that 'so far, scientific findings on the genetic influence of radiation on the second generation of exposed victims have not been obtained'.
