Guide for legal frameworks for the production of renewable energies by territorial collectivities

This guide first proposes an overview of competencies and role of collectivities in the production of renewable energies: competencies of municipalities and of their groupings, of the initiating role of regions and districts, of mechanisms of financial supports, and addresses the integration of renewable energies into heat networks. The second part proposes an overview of legal frameworks for management and exploitation modes of a project of production of renewable energies: direct management (municipality enterprise, association of the collectivity with a legal entity, delegation and public markets, land control contracts). The third part contains presentations of several examples.
