Small-scale wind energy: situation and survey on the role of collectivities in the wind sector development

After a definition of the different types of small-scale wind energy equipment (wind turbines with horizontal or vertical axis, wind turbines on buildings), this publication proposes an overview of the framework for a small wind energy project (impact notice, building permit, urban planning rules, case of wind energy development areas or ZDE, tax conditions for the electric power). It proposes an overview of the situation of this sector in the world and in France, an analysis of sectorial costs (production cost assessment, economic incentive with a credit tax, profitability analysis). It discusses development evolutions and perspectives, notably for urban wind turbines, and finally outlines the role of local collectivities through results of a survey and comments on several returns on experience.
