Provisions relating to DGAC opinions on projects to install photovoltaic panels within the right of way and in the environment near aerodromes - Technical information note, 2024

The purpose of this Technical Information Note is to explain the constraints relating to air safety and airport operations that need to be taken into account when drawing up plans to install photovoltaic panels on or near airfields. It describes the appraisal process that enables the French Civil Aviation Authority (DGAC) to give its opinion on these projects. Without prejudice to the constraints associated with aeronautical clearance and lighting servitudes, applicable to any construction project likely to constitute an obstacle depending on its location and height, this Technical Information Note concerns any project for the installation of Photovoltaic Panels or the extension of an existing system if: it is located within the right-of-way of an airfield, or if it is located less than 2 km from the limits of the right-of-way of an airfield and the total surface area of panels is greater than 2,500 m², unless it is located on a roof with an inclination identical to that of the roof. It is intended for: Project owners wishing to install Photovoltaic Panels on the right-of-way or in the vicinity of an aerodrome, and needing to know about the coordination required and the risks to air safety and airport operations to be taken into account; The departments responsible for examining applications for planning permission, who need to know when the DGAC's opinion is required; Operators of airfields open to public or with restricted air traffic, including helipads, who have to respond to requests from project developers. It is also of interest to airfield users and the general public, for information purposes. Private airfields, helipads, Ultra-light motorized aircraft platforms, etc. are not covered by this note. The DGAC will not issue an opinion on Photovoltaic Panels installation projects within the right-of-way or in the environment of these sites alone
