Description

It is shown that the large flux and slightly harder spectrum of 30-65 keV particles observed by ISEE-3 200 Rsub(E) upstream, relative to the fluxes near the shock can only be explained if the most significant loss controlling the spectrum is escape upstream, but not necessarily at a definite boundary
