Fundamental experience of expert opinion and associated inspection of nuclear power stations
Description
The paper considers fundamental experience, as seen today by the Baden Technical Supervisory Board as the experts officially appointed by the authorities in forming expert opinions and undertaking associated inspections for Philippsburg 2 nuclear power plant. The purpose of the paper is to indicate by means of examples how necessary it has been and still is today to find a way back to a clear assessment of important facts in safety engineering. Conclusions drawn from the main points of overall management, from new concepts and from the results of fault analyses are presented. Suggestions are made as to how this experience can be taken into consideration even more effectively in future projects and in the formulation of regulations. (orig.)
Abstract (German)
Es wird auf wesentliche Erfahrungen eingegangen, wie sie der TUEV Baden als im Behoerdenauftrag zugezogener Gutachter im Rahmen der Begutachtung und der begleitenden Kontrolle fuer das Kernkraftwerk Philippsburg 2 heute sieht. Ziel des Beitrages ist es, anhand von Beispielen aufzuzeigen, wie notwendig es war und heute noch ist, zur Klarheit der Bewertung sicherheitstechnisch wichtiger Sachverhalte zurueckzufinden. Folgerungen aus den Schwerpunkten bei der Abwicklung, den neuen Konzepten und den Ergebnissen von Stoerfallanalysen werden dargestellt. Es werden Anregungen gegeben, wie diese Erfahrungen bei kuenftigen Projekten und in der Regelarbeit noch besser beruecksichtigt werden koennen. (orig.)Additional details
