The background, scope, and progress made on: (1) experiments designed to test the present theory of charge exchange to continuum for the case of bare nuclei traversing atomic hydrogen targets, and (2) experiments designed to measure charge exchange reaction rates for less than or equal to 10 eV multiply charged ions in neutral gas targets are described. Also, progress on the development of a hydrogen gas target is detailed
