Start of construction of a nuclear power station

During the course of licensing procedures for Emsland nuclear power station, particularly in the final months and weeks before the granting of the first partial construction licence, the rather complicated relationships between the individual procedures for the nuclear legislation, construction legislation and water legislation licensing and also the external influences and consequences are described in this paper. Employment of personnel, equipment and materials and the programme of work have required extensive logistical planning. Because of the detailed pre-planning carried out it was possible to commence actual construction work (ground water containment and excavations) two months before the programmed start date. (orig.)
