This document serves as a source document for Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and other types of documents developed for and pertaining to Environmental Restoration (ER) Program activities at Oak Ridge National Laboratory (ORNL). It contains descriptions of the (1) regulatory requirements for the ORR ER Program, (2) Oak Ridge Reservation (ORR) ER Program, (3) ORNL site history and characterization, and (4) history and characterization of Waste Area Groupings (WAGS) 1-20. This document was created to save time, effort, and money for persons and organizations drafting documents for the ER Program and to improve consistency in the documents prepared for the program. By eliminating the repetitious use of selected information about the program, this document will help reduce the time and costs associated with producing program documents.
