This paper provides an overview of economic optimizations to be applied to comply with the Clean Air Act Amendments of 1990. It addresses the options open to utilities based on the annual tonnage emission concept, as opposed to the previous legislation for new units requiring sulfur dioxide emissions on a Lb/MMBTU basis
