A calculating method of avertable dose during the early phase of a nuclear emergency

Description

A calculating method of avertable dose during the early phase of a nuclear emergency is presented. The factors that influence the effectiveness of protective actions, such as time, space, environment and interaction among different protective actions, are analyzed and discussed. This calculating method is developed by the formula: Avertable dose = dose (without any protective action)-dose (protective actions were taken). Using this method, some zones, in which dose level exceed generic intervention level recommended by IAEA, can be derived and dose data for further decision optimization analysis will be given. This method has been applied in the assessment and prediction system of off-site accident consequence for Guangdong Nuclear Power Plant (GNARD2.0) and the assessment system of nuclear accident consequence for the environment around Qinshan Nuclear Power Plant (QS-NUCAS1.0)
