Will the Proposed Swedish Model Give the Proper Incentives to Invest in More Robust Networks?

The report describes the increased requirements from customers and politicians. The networks should be less vulnerable and more robust against hard weather, storms, fires etc. Long interruptions of 10-24 hours or more should be avoided. New basic requirements are discussed based on consequences for customers and not based on today's technical rules like that only one component may get a fault at one occasion. Also common failures should be taken into account to avoid accidents like fire in the cable tunnel in Kista/ Stockholm 2001 and 2002. An analysis is made if the proposed regulating model, 'Network performance assessment model' in Sweden gives the proper incentives to network companies in order to promote the wanted development to more robust networks. A complementary method for regulation is discussed.
