The paper deals with basic criteria of the transition of steel structure element destruction from ductile failure to the brittle one as well as reguirements for cold resistance of steel related to the peculiarities of such transition, and technological capabilities for improving such a parameter of commercially produced types of rolled stock of low-carbon and low-alloy steels designed for operation at negative temperatures
