Construction and operation of Tokai Reprocessing Plant, PNC

The reprocessing of used nuclear fuel is an essential aspect of the fuel cycle to realize its effective utilization. The Tokai Reprocessing Plant of the Power Reactor and Nuclear Fuel Development Corporation (PNC) was constructed for the purposes of confirming the economic feasibility of reprocessing LWR fuel, supplying plutonium for FBR development and proving the reprocessing of spent fuel for the ATR. Following its test operation, it is now in steady operation. As a pioneering plant in Japan, the Tokai Reprocessing Plant has undergone various experiences of not only the construction, operation and safety evaluation but also legal regulation and social environment. The following matters are described: the course of the fuel reprocessing project, the plant facilities including solvent extraction and radioactive liquid waste treatment, the test and subsequent operation, and the development of reprocessing-related techniques.
