The legal position of the person responsible for radiation protection in practice

The author states that the present First Radiation Protection Ordinance is difficult to understand for those responsible for radiation protection (most of them are technicians) but the new draft is even less understandable for those who are to apply the regulations in practice. He does not think it is right (it is wrong) that persons in question cannot directly and cleary infer their obligations and responsability, their tasks and the breaches of the rule from the wording of the regulations but that they can learn the contents only through legal comments or through their legal departments. Experience has shown that different interpretations induce confusion and make the technician develop his own interpretation, which might be legally doubtful but which might become general practice after all.
