Technical analysis of the implementation of the process of dechlorination, regeneration and recovery of dielectric oil contaminated with polychlorinated biphenyls

Description

A technical analysis of the implementation of the process of dechlorination, regeneration and recovery of dielectric oil contaminated with polychlorinated biphenyls was carried out, in a directed practice modality in an electrical distribution company in Costa Rica. The work was carried out through visits to the company in charge of the process and detailed investigation of the characteristics of the process and the associated equipment. Generally, the analyzes were carried out digitally, but it was required to visit the process area to determine its characteristics and progress made, in addition to the above, visits were made to both state and private organizations, in search of consulting key information for the completion of the analysis. corresponding analysis. Independent analyzes were carried out of each important aspect of the process, such as its environmental impact, occupational risk and the sub-processes of storage and transport of hazardous materials. In the end, extremely important documents were obtained for the definition and schematization of the dechlorination process, so that its implications could be established in the related institutions and the country. Thanks to the analysis, research and designs carried out in this work, it was possible to establish the main characteristics of the process that is to be established in Costa Rica. In addition to the above, it was possible to establish basic information to generate important reports such as energy and occupational safety plans, and the necessary process parameters were compiled to carry out procedures such as environmental feasibility before SETENA. It was determined that the dechlorination process allows reducing the concentration of polychlorinated biphenyls present in transformer oil to a value not detected by current measurement methods. The process is carried out with metallic sodium as a reducing agent in a neutral environment, so that non-hazardous waste is produced and can be treated by conventional methods to obtain substances that can be disposed of in a conventional sanitary landfill. The oil is recoverable after going through a regeneration process, which consists of a system for adsorption of impurities and another for the incorporation of additives. This implies that the process allows both the elimination of dangerous substances and the reuse of dielectric oil after its useful life has been diminished. A basic cost analysis is recommended to compare processed dielectric oil and that purchased new. The foregoing so that the additional benefits that the treatment of contaminated oils can provide, apart from compliance with related laws and the responsible treatment of hazardous waste can be defined

Abstract (Spanish)

Se realizo un analisis tecnico de la implementacion del proceso de declorinacion, regeneracion y recuperacion de aceite dielectrico contaminado con bifenilos policlorados, en modalidad de practica dirigida en una Compania de distribucion electrica de Costa Rica. El trabajo se realizo mediante visitas a la empresa encargada del proceso e investigacion detallada de las caracteristicas del proceso y los equipos asociados. Generalmente los analisis se realizaron de manera digital, pero se requirio visitar la zona de proceso para determinar sus caracteristicas y avances realizados, ademas de lo anterior se realizaron visitas a organizaciones tanto del estado como privadas, en busca de consultar informacion clave para la finalizacion del analisis correspondiente. Se realizaron analisis independientes de cada aspecto importante del proceso, tales como su impacto ambiental, el riesgo ocupacional y los subprocesos de almacenamiento y transporte de materiales peligrosos. Al final se obtuvieron documentos de suma importancia para la difinicion y esquematizacion del proceso de declorinacion, de manera que se pudiera establecer sus implicaciones en las instituciones relacionadas y el pais. Gracias a los analisis, investigaciones y disenos realizados en este trabajo, se pudieron establecer las caracteristicas primordiales del proceso que se desea establecer en Costa Rica. Ademas de lo anterior se logro establecer informacion basica para generar informes de importancia como los planes de emergencia y seguridad ocupacional, y se recopilaron los parametros del proceso necesarios para realizar tramites como la viabilidad ambiental ante la SETENA. Se determino que el proceso de declorinacion permite disminuir la concentracion de los bifenilos policlorados presentes en el aceite de transformador hasta un valor no detectado por los metodos de medicion actuales. El proceso se realiza con sodio metalico como agente reductor en un ambiente neutro, de manera que se producen residuos no peligrosos y que pueden ser tratados mediante metodos convencionales para obtener sustancias que puedan disponerse en un relleno sanitario convencional. El aceite es recuperable luego de pasar por un proceso de regeneracion, el cual consiste en un sistema de adsorcion de impurezas y otro de incorporacion de aditivos. Lo anterior implica que el proceso permite tanto la eliminacion de sustancias peligrosas como la reutilizacion del aceite dielectrico luego de que su vida util se ha visto mermada. Se recomienda la realizacion de un analisis basico de costos para comparar el aceite dielectrico procesado y el que se compra nuevo. Lo anterior de manera que se pueda definir los beneficios adicionales que puede brindar el tratamiento de los aceites contaminados, aparte del cumplimiento de las leyes relacionadas y el tratamiento responsable de los desechos peligrosos.
