Description
A model of the anomalous cosmic ray component in which ex-interstellar ions are preferentially accelerated in the polar regions of the solar wind termination shock and then drift into the inner heliosphere is presented. The observed solar cycle variations and apparent latitude gradient follow naturally from the model
