European Union GHG emission trading scheme in Bulgaria - history and perspectives
Description
The Earth climate has been changing during recent decades towards increase of global surface average temperatures. The Intergovernmental Panel on Climate Change (IPCC) concluded: 'Global GHG emissions due to human activities have grown since pre-industrial times, with an increase of 70% between 1970 and 2004. Most of the observed increase in global average temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic GHG concentrations'. The world nations have agreed to decrease the anthropogenic causes for the global warming through the creation of the United Nations Framework Convention and Kyoto Protocol establishing 'flexible mechanisms' enabling the countries to achieve targets at economically more favourable terms. As a result, Directive 2003/87/EC was adopted establishing the European Emission Trading Scheme (EU ETS). EU ETS is the initiative to achieve EU emission reduction targets and to push industries towards implementing CO2 emission saving technologies. (author)
