Description

Within the perspective of a suppression of natural gas regulated prices for the non-domestic sector, which is an opportunity for social housing landlords to optimize energy consumptions and to get lower energy prices, this document aims at defining the shape of a consultation adapted to energy purchase (more particularly natural gas) and to peculiarities of stakeholders. A first part aims at a better understanding of the operation of a deregulated market: history of market opening, regulatory deadlines, actors, price formation and proposed offers. The second part describes how to build up a position for landlords: impacts on recoverable rental costs, to become energy purchaser, to perform a technical and energetic inventory of the concerned scope, implementation of an inter-services approach, purchase strategy (direct, grouped, indirect). The last part addresses the consultation process: framework agreement, key aspects of the consultation (prices, associated services, allotment), analysis of answers, follow-up and assessment of the natural gas supply and transportation delivery
