Compliance Assessment and Verification of Physical Protection at PUSPATI TRIGA Reactor (RTP)

  • 1. Reactor Technology Center, Malaysian Nuclear Agency, Bangi, Kajang, Selangor (Malaysia), Technical Support Div.

Description

It is mandatory to ensure nuclear facility to be protected with effective physical protection system regardless of the related activity and amount of the nuclear material on-site. Regulatory body namely Atomic Energy Licensing Board (AELB) is responsible to assess and verify the physical protection implemented and exercised at 1MW PUSPATI TRIGA Reactor (RTP). The rules and regulations are stated that all the requirements set by the regulatory body must be adhered at all time. These are included in the licensing requirements for the reactor operation. Any discrepancy and negligence that does not satisfy the AELB may permit the RTP to be suspended from its operation. Safety Health and Environment Committee of Nuclear Malaysia (JKSHE) via its sub-committees such as Jawatankuasa Kecil Keselamatan Reaktor (JKKR), Jawatankuasa Kecil Keselamatan Fizikal (JKKF), Jawatankuasa Kecil Kecemasan (JKK) and Jawatankuasa Kecil Audit (JKA) assisting RTP to meet this requirement by establishing policies and procedures as well as guidelines. Furthermore, the effective physical protection system at the RTP at an early stage is monitored by Reactor Quality Management Section (RQM), a section under the Reactor Technology Center (PTR). This paper will explain how the physical protection at the RTP assessed and verified. (author)
