In order to ensure the achievement of the reduction targets by 2020 (among other things by reducing greenhouse gas emissions by 40% compared to 1990 levels), the Federal Government adopted the Climate Action Program 2020 on 3 December 2014, which also includes the measures of the National Energy Efficiency Action Plan adopted on the same day (NAPE). The program includes a package of around 110 measures to reduce emissions by 62 to 78 million tonnes CO₂ eq. should be achieved. This report presents the second quantification report and thus an update of quantification. Based on the current state of implementation, with a greenhouse gas reduction effect of 31.3 millon t CO₂ eq. up to 42.3 million t CO₂ eq. (excluding land use, land use change and forestry (LULUCF)). Taking into account the measures being planned, by 2020 a reduction effect of 37.2 million t CO₂ eq. up to 50.6 million t CO₂ eq. (without LULUCF) can be expected.
