The atom and democracy

Description

Analyzing the relations established between public opinion and nuclear energy, it is considered that it will be impossible to develop the use of this type of energy without the approval of the citizens. This approval, which assumes that the definition of the energetic choices is not seized by 'technicians' whatever their authority, is a basic condition for democracy. It involves a huge informational and public education effort so that everyone is able to have an objective opinion on a type of energy which now rises more passioned than reasoned reactions

Abstract (French)

Analysant les rapports qui se sont etablis entre l'opinion publique et l'energie nucleaire, on estime qu'il ne sera pas possible de developper l'utilisation de cette forme d'energie sans l'assentiment des citoyens. Cette acceptation qui suppose que la definition des choix energetiques ne soit pas confisquee par les 'techniens' aussi competents soient-ils est une donnee fondamentale de la democratie. Elle implique un vaste effort d'information et d'education du public afin que chacun soit en mesure de se former un jugement objectif sur une forme d'enegie qui suscite actuellement des reactions plus passionnelles que raisonnees
